On July 1, the Fuel Platform launches: what to do, how to live?

According to the earlier schedule, the Fuel Platform prepared by the Government Agency for Strategic Reserves will be launched from 1 July. In the first stage, it will be used exclusively for the implementation of reports to the Energy Regulatory Authority under the Energy Law (Article 4ba (1), Article 43d (1) and Article 43e (1)). Entities that deal exclusively with retail trade in LPG cylinders do not need to register on the new Platform - their new form of implementation of information obligations does not apply.
Who needs to take action?
The creation of an account in the Fuel Platform must be carried out only by entities performing reporting and information obligations towards the President of the URE, referred to in Article 4ba (1), Article 43d (1) and Article 43e (1) of the Act of 10 April 1997 — Energy Law (Journal of Laws of 2022, item 1385, as amended).

From 1 July 2023, all reporting and information obligations referred to above — performed by companies holding a WPC, OPC, OPZ, MPC, PPC, WPC license and entities entered in the Registers of Importing Entities will be performed exclusively through the Fuel Platform System.

B. Entrepreneurs who will carry out activities in the Fuel Platform through a proxy will be required to submit in paper version:

Scope of the Power of Attorney
This information is addressed primarily to entities holding liquid fuel trading licenses (OPCs), operating with the use of technical infrastructure and entities commissioning a transport service to the final customer. Therefore, in the vast majority of such cases, in the scope of the power of attorney as the scope of authorization, it will be necessary to indicate: Level of authority: URE_P3.
In any case, it is necessary to verify the scope of activities, also in terms of other reporting obligations arising from STATUTES (in the scope of RARS powers).

Upon receipt and verification of the correctness of the above documents, RARS will create a user account and make available to authorized persons the user accounts and logins for its operation. This may take up several business days.
